Game limits: each tag (with its prefix) is ~31 characters, and the whole sv_tags string ~128 characters total — the short prefixes leave more room for your text.
Valve's Steam list rejects CS:GO 2018 servers (version 1.36.x), so they can't be found automatically. Add yours by hand instead, it takes a few seconds:
IP:PORT, e.g. 1.2.3.4:27015 (a connect 1.2.3.4:27015 line works too), and press Add server.hvh marker needed. Name, map, players and sv_tags are re-read on every refresh, so the setting tags and claim tags above work the same way.
